Такие политические колебания в определенной степени позволяли стабилизировать систему после социально-политических и экономических потрясений, вызываемых террором.
28 июня 20017 года на лекции в Музее истории ГУЛАГа доктор исторических наук, ведущий научный сотрудник Международного центра истории и социологии Второй мировой войны и ее последствий, профессор Школы исторических наук НИУ ВШЭ Олег Хлевнюк рассмотрел одну из важнейших контркампаний: выход из Большого террора, осуществлявшийся в конце 1938-1939 годов.
